Duty is charged on CIF, cost plus insurance plus freight, and VAT is charged on CIF plus duty. That compounding is the line most quotes forget. Agricultural machinery often enters at 0% duty, and many countries exempt it from VAT, but this budget assumes VAT is payable until the revenue authority confirms otherwise. Budgeting for a refund you might not get is how you end up with a machine stuck at the port.
